The Overwatch World Cup 2018 is an Overwatch Esports tournament, a global, community-driven competition between nations (not just teams), organized by Blizzard Entertainment, the game's developer. It featured 20 represented nations from around the world, and took place at the Anaheim Convention Center during BlizzCon 2018.
On March 27th, 2018, Blizzard published the announcement for the 2018 World Cup. In order to qualify, Blizzard tracked the average skill rating (SR) of each country's top 150 players. The top 20 countries at the end of the period were invited to compete in the 2018 Overwatch World Cup.
The found Group Stage host countries were Franc, South Korea, Thailand, and the United States. These countries automatically qualified, resulting in a total of 24 teams.

Phase 2: Voting
Players and viewers vote on their region's representatives to form each region's Competition Committee, which is responsible for selecting and recommending to Blizzard the strongest team from that region. Each committee included a general manager, coach, and a community lead, who collectively made decisions regarding each national team's roster, management, and promotion.
