Director Petras is a civilian who became the leader of Overwatch in its last year. He was mentioned in Uprising when he ordered an investigation of the "Cairo incident". He was trying to get in contact with Jack Morrison throughout the comic, to no avail.
He presumably played some part in establishing the Petras Act. He also has a brand of champagne named after him.
